A 28-year-old man brought in by police is pacing the ward corridor, clenching his fists and shouting that he will not be locked up again. He has not struck anyone or threatened any named person. Two nurses and a duress alarm are within reach, the intern is standing near the exit with a clear path to it, and nothing that could be used as a weapon is out. The police are waiting to hand over and then leave. The admission history has not been started. With the intern's own safety already secured, which one of the following should be done first?
